Delayed call connection

We have two ITSPs. One we've had no trouble with--calls connect perfectly and stay connected. Unfortunately they couldn't port all of our numbers for all of our sites. Our second provider has the remaining numbers. We've got a good relationship with this second provider, and overall the service is just fine--but we've got one annoyance.

Every once in a while, without any noticeable pattern, a call will come in from the second provider. Our personnel will pick up the call, but the caller can't hear them for 4-5 seconds. Our personnel can, if they listen closely, hear the call connect on the remote end (a little bit of background noise is introduced). Until that happens, the caller continues to hear ringing.

Our provider has shared their logs with me, and we can both see that my system and theirs are connecting at the same time. We feel that the issue is with his upline provider (Intelepeer). But without some sort of common thread, it's nearly impossible to troubleshoot. Intelepeer says that they want to monitor a call in real time, but we can't do that unless we can duplicate the issue.

Has anyone run into this issue with other ITSPs? If so, did you find anything that helped you diagnose the issue?
