Client is trying to dial local and 11 digit calls. Display show "Call Not Allowed". No restrictions on phone. Inbound is good.

You must update that server. It's pointless to ask for support of such an old version at this point. Current version is v9.1 and the 6x12 is only supported up to v8.5. Note that you can update to v8.4 without a license if you have the files to do so.
