Voicemail doesnt work for incoming calls

Our 24x has just stopped forwarding incoming calls to voicemail. We see the handset stop ringing, but the caller hears ringing continuously.
Internal calls (from another extension) are routed to voicemail as usual.
When we set the Call Route for an extension to go straight to voicemail, it does.
But when we set the Call Route to any First Connection Attempt (normally 4 rings), it doesnt work.
RESTART, and power cycling, have had no effect.
HELP! Any advice appreciated.
